The National Council of the Higher Education's Scientific Research (CNCSIS) is the main institution that finances the scientific research in the Romanian universities, as well as during the Phd studies.
Founding The National Council of the Higher Education's Scientific Research (CNCSIS) at the end of the year 1994, constituted an essential part of the higher education's reform, elaborated by the ministry of Education and Research and aproved by the Government. The functioning regulations of The National Council of the Higher Education's Scientific Research (CNCSIS) were aproved by the 4217 Order from 13.06.2003.
What does The National Council of the Higher Education's Scientific Research (CNCSIS) sick?
An instrument to give the existing founds to those key centres of the Romanian scientific research that have the highest chances for succes.
An institutional frame for the friendly competition within the Romanian academic community, a frame capable to encourage and promote the real scientific values.
An institutional frame to stimulate the researchers and their teams to diversify their resources.
Which is the National Council of the Higher Education's Scientific Research (CNCSIS)'s programs' mission?
To assure the consolidation and development of the scientific research activities within the Romanian higher education.
To give founds in order to develop new generations of researchers of the Romanian higher education and highly trained professionals for the new market economy.
To create regional excellency centres to facilitate the advansed research.
To develop the managing capacities of the academic network in the field of scientific research, the capacity to identify the internal and external sources to finance the research as well as the capacity to atract these resources towards the universities.

Financing

According to the Education's Law, nr.84/1995 (republished in 10.12.1999), the funds allocated for scientific research from the Ministry of Education and Research's budget have to be entirely distributed by a competition organized by CNCSIS, as grants for scientific research projects. These funds are allocated as small or medium scientific grants for 1-3 years, based on competition and an anual scientific and financial audit.
